libgazebo7-dev software package provides Open Source Robotics Simulator - Development Files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgazebo7-dev
libgazebo7-dev is installed in your system.
Make ensure the libgazebo7-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgazebo7-dev *
You will get with libgazebo7-dev package name, version, architecture and description in a table
